Default cops must carry tape recordings

here was an interesting find: a spanish man was stopped for dwi. he refused the breathelizer. he didn't actually say, "no". he just, didn't blow. he was charged. personally, i don't see how one can be charged with driving while intoxicated, because they refuse to take a breathelizer. but that's niether here nor there. ok, so mr. espanol didn't blow. in court, his defense was, he didn't understand what cops were asking him to do. now jersey is considering making policemen carry tape recordings in 20 different languages, explaining what they are instructing the individual to do. since you can barely find a cop that can speak clear, fluent english, in complete sentences, i understand that hiring bilingual policemen is completely out of the question. but how, are they gonna teach the cops, to use the tape recorder? basically, if a device isn't meant for striking, chaining, or killing, the cops look at it like a dog looks at someone who is trying to teach him card tricks. i think mr. espanol should be found not guilty. opinions

idk, i thought it was pretty funny when my 7 y/o saw a guy with a swami hat in costco and asked if he came out of a bottle and was his flying carpet parked outside. speak english or....die
